The Latest News on Passport Requirements for US Citizens.
  
bulletJanuary 23, 2007Passport Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.
bulletJune 2009Passport Requirement extended to all land border crossings as well as air and sea travel, on or before this date.

The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 23, 2007, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada have a passport or other secure, accepted document to enter or re-enter the United States.  In order to facilitate the implementation of this requirement, the Administration is proposing to complete it in phases following the above proposed timeline. Obtaining Birth Certificates

North Dakota - Order certified copies of birth certificate from North Dakota's web site, www.discovernd.com, pay by credit card and have it expedited in one or two days.

Minors Traveling to Mexico (17 years of age and under)

Picture I.D. (Drivers License)
Notarized letter of authorization

     If traveling alone or with friends, must be signed by both parents and legal guardians.
      If traveling with only one parent or legal guardian, must be signed by the other parent or
      guardian not accompanying the minor, or if traveling with a divorced parent, a court   order of child custody.
      If the minor has only a single parent  - a notarized copy of birth certificate showing that the minor has only one parent.
      If the minor's parent(s) is deceased - a death certificate.
